I think there should be lots of half-elves and they should live in their own city, away from their parents. They would go to this city when they grow up.

I don't like that, do otherwise that two-third goes to the citty and the other part stays with their parents.

But have can they find their place among the elves or humans when they are not elver, or humans, they can only find their peace among those who are like them.

Lets compensate it: 2/3 goes to the citty and 1/3 stays by Elves or Men.

How about just "there is a city of half-elves" and "not all half-elves live there." You don't have to define numbers, they will vary depending on the times.

If it means so much to you.

BTW Compensate is a wrong word. Compromise is what you should have used.

How about Kafalan for the half-elven city?

I think half elves should be more like wanderers, not that they're outcasts, but they enjoy wandering more than others. Maybe half of them are wanderers, so 3\6 of them are wanderers, 2\6 of them live in that city, and 1\6 live in their birthplace
